Can Blu-ray play DVD

I’m thinking about buying a Blu-Ray player, will it play regular DVD’s? If it can play DVD’s will it be HD quality.

A Blu-Ray player can make your DVD look like HD by up converting the video although it will not be true high definition it will still look better than playing it back on a standard DVD player.
